if its Xbox it should already be there. if it's PS3 we've been hearing there are delays with PSN updating so hopefully they do it soon. We were informed that DLC would be available to all on 2/4
I can't see how you could get banned. But im not sure if you bought a PSN card in UK it would work over in the US. Id say you would have to import a card. And with that im not sure if the DLC would then work on your account from your country. If its downloaded to your US account it might not be able to use in the UK account.
Still no DLC in UK yet, I can see it on the us store which makes it even more annoying :(
